PAPI 3.0.5 gamma is now available on the SGI Altix (Cobalt)

Location: /usr/apps/tools/papi3
SoftEnv:  soft add +papi3

NCSA's web documentation has not yet been updated to include this
platform as it is not in production and PAPI is still in a beta cycle.
