Out of the box, statistics are automatically reported to the main beacon
server. If you want to set up your own beacon network then you have to
pick a different multicast group and select one machine to be the
central server, i.e. edit beacon.conf
There are schemes for allocating multicast addresses according to
AS number etc. - you cannot just pick one and use it around the world
with a TTL more than 32 or something.

You should not have to modify the HTML, as I recollect.
You can put local stats on a webserver easily, though.

No, it isn't exactly scalable. The traffic goes up at least linearly as
the number of sites, and the size of the statistics pages go up as
N-squared.
